Serving the needs of the mentally ill, mentally retarded and developmentally disabled, and alcohol and substance abusers in Ulster County, the department’s mission is to promote hope, recovery, and healthy development for people with mental health and substance abuse problems so that they may achieve the best quality of life possible. The Ulster County Department of Mental Health is the Local Government Agency responsible for planning, funding and monitoring community mental health, mental retardation/developmental disability and alcohol and substance abuse services in Ulster County.
