HPRP (Homeless Prevention & Rapid Re-Housing Program)

For Ulster COunty Residents Facing A Housing Crisis

WHO QUALIFIES?
Ulster County residents who are:

  • Earning 50% of area median income

  • Homeless or at risk of becoming homeless if it were not for assistance

  • Willing to accept case management services

  • Able to be stably housed when assistance ends

WHAT WE PROVIDE

  • Money to pay back rent

  • Money to pay overdue Utility bills

  • First month’s rent and security deposit

  • Short-term rental assistance

WHAT WE DO NOT PROVIDE

  • Ongoing or long-term rental assistance

  • Mortgage payments

  • Back tax payments

  • This is not Section 8 Rental Assistance. Rents must be reasonable/affordable

WHAT TO BRING
Rental Arrears:

  • 2 day notice of eviction from the landlord

  • 72 our notice from the Sheriff’s Office

  • Lease agreement

  • W-9 from landlord

Utility Arrears:

  • Shut-off or termination notice from utility

  • Notice from fuel vendor

Short or Medium Term Rental Assistance

  • Lease agreement signed by the landlord and tenant or other documentation

  • Documentation of risk of homelessness

  • Provide budget information to prove financial hardship

  • Client must pay at least 30% of gross monthly income toward rent

  • Housing unit must pass Habitability Standards Inspection

 

 

 

Home of Your Own (HOYO) PROGRAMS FOR THE DISABLED INFORMATION: HOYO is made available in NYS through OMRDD and OMH.

Applicants must meet thefollowing criteria;
* Be a 1st Time Home Owner
* Have a MH Diagnosis (themself or immediate family member in household)
* Have a credit score of 620 or better / Have no bankruptcy in the last 3 years

We will send out a HOYO application packet to interested individuals. For those who return the application, we review and send back a guideline letter breaking down what the monthly might be based on the information provided in the application (income/debt/amount of loan).

Note: OMH does not verify information in the application or guarantee the loan.

If the applicant wishes to pursue HOYO mortgage referral to the M&T Bank which handles the NYS loans; we require the following:

* Note from a Health care Provider documenting the applicant's MH
Diagnosis (or family member)
* Home Buyer's Education Course Certificate of Completion (available through local Housing Agencies)

Once the paperwork is in order, we make a referral to the regional M&TBank where a loan officer for the bank will initiate the actual loanapplication for a HOYO mortgage.

Home of Your Own (HOYO) Program: by the State of New York Mortgage Agency (SONYMA).
The Home of Your Own Program (started 1996) - run jointly by SONYMA, through the NYS Office of Mental Retardation and Development Disabilities (OMRDD) and the NYS Office of Mental Health (OMH)—helps people with developmental disabilities or mental illness purchase homes with SONYMA mortgages issued at very favorable terms.

The Home of Your Own Program offers discounted mortgage terms for eligible applicants. Under the program, OMRDD and OMH refer applicant to SONYMA after they complete a homebuyer counseling program. To be eligible, applicants must be first-time homebuyers and have incomes of no more than 80 percent of the area median income in the region where they live. There is also a limit on the purchase price, which varies by location.

The program offers a very low 4.25 percent fixed interest rate on
mortgages of 30 or 40 years, 100 percent financing and reduced closing costs. Closing cost assistance is also available from SONYMA. The program is offered exclusively through M&T Bank, which has agreed to forego or reduce some of its normal closing costs.

The program is available for homes, condos, co-ops and double-wide mobile homes permanently affixed to real property.
